Yes. Once installed, Takebud records without an internet connection or an account. Its runtime and video engine are included.

In the Windows Videos\Still folder. Takebud was previously called Still and retains the folder name for compatibility. “Open recordings” opens the folder.
Some minimized windows, protected media, games, and hardware-accelerated surfaces may appear blank. Keep recorded windows visible; display capture in windowed mode may help.
The current build is unsigned and may trigger a Windows reputation warning. Review the download source and the information Windows provides before deciding whether to install.
The code and issue tracker aren’t public yet. Links for reporting bugs, suggesting improvements, and contributing will appear here when they’re ready.
